konsti 62bf92132b Add a 5 min default timeout for deadlocks (#16342)
When a process is running and another calls `uv cache clean` or `uv
cache prune` we currently deadlock - sometimes until the CI timeout
(https://github.com/astral-sh/setup-uv/issues/588). To avoid this, we
add a default 5 min timeout waiting for a lock. 5 min balances allowing
in-progress builds to finish, especially with larger native
dependencies, while also giving timely errors for deadlocks on (remote)
systems.

Commit 1 is a refactoring.

This branch also fixes a problem with the logging where acquired and
released resources currently mismatch:

konsti 289ed86e63 Use a global BaseClientBuilder (#15548)
Alternative to #15105

Instead of building a `BaseClientBuilder` from `NetworkSettings` each
time we need a client, we instead build a single `BaseClientBuilder` and
pass it around. The `RegistryClientBuilder` then uses
`BaseClientBuilder` exclusively for configuration. This removes a chunk
of copy-and-paste code, and also moves the fallible `retries_from_env`
into a single place

Borrow vs. clone is mostly ad-hoc, we can change it in either direction
if it matters.

Charlie Marsh ac84f5aedc Move preview features into a dedicated crate (#15482)
## Summary

This is causing some cyclic dependencies issues for me, because these
can be used in virtually _any_ crate (like `uv-install-wheel`), which
then means that all of `uv-configuration` becomes a dependency, etc. I
think this should be a leaf crate so that we can safely depend on it
anywhere.

Charlie Marsh 82d5b6780a Move --config-settings structs into uv-distribution-types (#15278)
## Summary

This breaks up a cycle I'm running into in incorporating the build
configuration into our cache keys. This is actually a type that ends up
in the frontend build system, etc., so I think it makes more sense here
anyway (as opposed to `uv-configuration` which tend to be our own
user-facing types).

Charlie Marsh a28c3fb7d9 Preserve lowered extra build dependencies (#15038)
## Summary

I should've noticed this during review -- my bad -- but it looks like
after lowering, we're converting back to `uv_pep508::Requirement`. This
is mostly okay, but it's lossy for some lowerings. For example, we lose
index pinning. With this PR, we now preserve the lowered types
(`Requirement`).

Zanie Blue 6856a27711 Add extra-build-dependencies (#14735)
Replaces https://github.com/astral-sh/uv/pull/14092

Adds `tool.uv.extra-build-dependencies = {package = [dependency, ...]}`
which extends `build-system.requires` during package builds.

These are lowered via workspace sources, are applied to transitive
dependencies, and are included in the wheel cache shard hash.

There are some features we need to follow-up on, but are out of scope
here:

- Preferring locked versions for build dependencies
- Settings for requiring locked versions for build depencies

There are some quality of life follow-ups we should also do:

- Warn on `extra-build-dependencies` that do not apply to any packages
- Add test cases and improve error messaging when the
`extra-build-dependencies` resolve fails

There ~are~ were a few open decisions to be made here

1. Should we resolve these dependencies alongside the
`build-system.requires` dependencies? Or should we resolve separately?
(I think the latter is more powerful? because you can override things?
but it opens the door to breaking your build)
2. Should we install these dependencies into the same environment? Or
should we layer it on top as we do elsewhere? (I think it's fine to
install into the same environment)
3. Should we respect sources defined in the parent project? (I think
yes, but then we need to lower the dependencies earlier — I don't think
that's a big deal, but it's not implemented)
4. Should we respect sources defined in the child project? (I think no,
this gets really complicated and seems weird to allow)
5. Should we apply this to transitive dependencies? (I think so)

Zanie Blue 11fe8f70f9 Add exclude-newer-package (#14489)
Adds `exclude-newer-package = { package = timestamp, ... } ` and
`--exclude-newer-package package=timestamp`. These take precedence over
`exclude-newer` for a given package.

This does need to be serialized to the lockfile, so the revision is
bumped to 3. I tested a previous version and we can read a lockfile with
this information just fine.

Zanie Blue bfb4bc2aeb Split preview mode into separate feature flags (#14823)
I think this would give us better hygiene than a global flag. It makes
it easier for users to opt-in to overlapping features, such as Python
upgrades and Python bin installations and to disable warnings for
preview mode without opting in to a bunch of other features. In general,
I want to reduce the burden for putting something under preview.

The `--preview` and `--no-preview` flags are retained as global
overrides. A new `--preview-features` option is added which accepts
comma separated features or can be passed multiple times, e.g.,
`--preview-features add-bounds,pylock`. There's a `UV_PREVIEW_FEATURES`
environment variable for that option (I'm not sure if we should overload
`UV_PREVIEW`, but could be convinced).

Aria Desires 5021840919 Add [tool.uv.dependency-groups].mygroup.requires-python (#13735)
This allows you to specify requires-python on individual dependency-groups,
with the intended usecase being "oh my dev-dependencies have a higher
requires-python than my actual project".

This includes a large driveby move of the RequiresPython type to
uv-distribution-types to allow us to generate the appropriate markers at
this point in the code. It also migrates RequiresPython from
pubgrub::Range to version_ranges::Ranges, and makes several pub(crate)
items pub, as it's no longer defined in uv_resolver.

konsti 0109af1aa5 Hint at tool.uv.environments on resolution error (#13455)
Users are not (yet) properly familiar with the concept of universal
resolution and its implication that we need to resolve for all possible
platforms and Python versions. Some projects only target a specific
platform or Python version, and users experience resolution errors due
to failures for other platforms. Indicated by the number of questions we
get about it, `tool.uv.environments` for restricting environments is not
well discoverable.

We add a special hint when resolution failed on a fork disjoint with the
current environment, hinting the user to constrain `requires-python` and
`tool.uv.environments` respectively.

The hint has false positives for cases where the resolution failed on a
different platform, but equally fails on the current platform, in cases
where the non-current fork was tried earlier. Given that conflicts can
be based on `requires-python`, afaik we can't parse whether the current
platform would also be affected from the derivation tree.

Two cases not covered by this are build errors as well as install errors
that need `tool.uv.required-environments`.

konsti 96cfca1c8f Move static feature out of perf features (#13265)
#5577 fixed a bug on macos due to dynamically linking lzma/xz through
static linking. In #7686, this feature was moved to the performance
category.

This PR moves the `xz2/static` back to the general default features,
and, inspired by https://github.com/Homebrew/homebrew-core/pull/222211,
it structures and documents the feature flags cleaner.

We need to take care that this feature does not accidentally disable
features we want.

Charlie Marsh ed0759fb45 Omit wheels from lockfile based on --exclude-newer (#12299)
## Summary

We respect `--exclude-newer` during resolution, but we weren't applying
it to individual _files_ when writing the lockfile. As a result, if
wheels were added to a distribution after its initial release, we'd end
up including them in the lockfile, even if they were uploaded after the
`--exclude-newer` date.

Charlie Marsh 46967723bb Move lowered requirement source type out of uv-pypi-types (#12356)
## Summary

This crate is for standards-compliant types, but this is explicitly a
type that's custom to uv. It's also strange because we kind of want to
reference `IndexUrl` on the registry type, but that's in a crate that
_depends_ on `uv-pypi-types`, which to me is a sign that this is off.

konsti e843433b07 Cache workspace discovery (#12096)
Reduce the overhead of `uv run` in large workspaces. Instead of
re-discovering the entire workspace each time we resolve the metadata of
a member, we can the discovered set of workspace members. Care needs to
be taken to not cache the discovery for `uv init`, `uv add` and `uv
remove`, which change the definitions of workspace members.

Below is apache airflow e3fe06382df4b19f2c0de40ce7c0bdc726754c74 `uv run
python` with a minimal payload. With this change, we avoid a ~350ms
overhead of each `uv run` invocation.

The profile after those change below. We still spend a large chunk in
toml parsing (both `uv.lock` and `pyproject.toml`), but it's not
excessive anymore.

Zanie Blue dd7cd2e86a Remove warnings for missing lower bounds (#11195)
These are noisy relative to the effect they have on the user. It seems
better to prioritize hints on poor resolutions. Notably, it seems hard
to make these "not noisy" ref #11091.

Does not include the "lowest" resolution mode, in which lower bounds are
critical.

konsti 1cfe5be355 uv-install-wheel: Split installation logic and link logic (#11166)
uv-install-wheel had the logic for laying out the installation and for
linking a directory in the same module. We split them up to isolate each
module's logic and tighten the crate's interface to only expose top
level members.

No logic changes, only moving code around.
