This release also has two breaking changes
#### New format for `manifest-file`
The previously deprecated way of defining a custom version manifest to
control which `uv` versions are available and where to download them
from got removed. The functionality is still there but you have to use
the [new
format](https://redirect.github.com/astral-sh/setup-uv/blob/main/docs/customization.md#format ).
#### No more major and minor tags
To increase **security** even more we will **stop publishing minor
tags**. You won't be able to use `@v8` or `@v8.0` any longer. We do this
because pinning to major releases opens up users to supply chain attacks
like what happened to
[tj-actions](https://unit42.paloaltonetworks.com/github-actions-supply-chain-attack/ ).

### No more rate-limits
This release addresses a long-standing source of timeouts and rate-limit
failures in setup-uv.
Previously, the action resolved version identifiers like 0.5.x by
iterating over available uv releases via the GitHub API to find the best
match. In contrast, latest and exact versions such as 0.5.0 skipped
version resolution entirely and downloaded uv directly.
The `manifest-file` input was an earlier attempt to improve this. It
allows providing an url to a file that lists available versions,
checksums, and even custom download URLs. The action also shipped with
such a manifest.
However, because that bundled file could become outdated whenever new uv
releases were published, the action still had to fall back to the GitHub
API in many cases.
This release solves the problem by sourcing version data from Astral’s
versions repository via the raw content endpoint:

By using the raw endpoint instead of the GitHub API, version resolution
no longer depends on API authentication and is much less likely to run
into rate limits or timeouts.

The `manifest-file` input lets you override that source with your own
URL, for example to test custom uv builds or alternate download
locations.
The manifest file must be in NDJSON format, where each line is a JSON

Split up ci.yml ( #17388 )

This file is too big for an LLM context window and several contributors
have complained about it being too scary to touch.
This also gets us collapsible sections in the UI.
I renamed some jobs for clarity in the meantime. And added a meta-job
for required checks passing so we can avoid churn in our "Settings" when
we change job names.
Note this was entirely refactored by Claude.

Add documentation publishing workflow to standalone repo ( #5081 )

## Summary
This approach is based on https://github.com/PrefectHQ/docs . Rather than
publishing docs in the uv repo, we push to an independent repo that's
used solely to house the docs. In Prefect's case, this allows them to
publish versioned documentation (we should do that too). For us, though,
the benefit is that we can publish the Ruff and uv docs as a single site
(docs.astral.sh).
Prefect clones the source repo and builds the documentation from the
`docs` repo (i.e., the action runs in the `docs` repo). In our case,
I've instead set it up such that the action runs in `uv` (and later in
`ruff` too), clones the `docs` repo, and puts up a PR in that separate
repo. Because of these requirements, we have to use a PAT rather than a
deploy key (as PATs cannot do GitHub-specific things like create PRs --
they can only operate over the Git CLI).

## Summary
We want to have consistency between the Ruff and uv documentation for
the upcoming release. We don't love the Ruff docs, but we'd rather have
consistency and then work towards improving them both, rather than have
two very-different documentation sites that both have weaknesses.
The setup here is simpler than in Ruff as: (1) we don't yet generate any
docs from Rust and (2) we don't try to reuse the README in the uv
documentation (which adds a lot of complexity in Ruff). So the change
here is mostly a 1-to-1 port to MkDocs.
