fix(ci): add rules.yml to check-tools-files-patterns pre-commit hook pattern

If `.gitlab/ci/rules\.yml` is changed, make sure the
`check-tools-files-patterns` pre-commit hooks is triggered to verify
that all `tools/*` files are covered by rules.yml.
